New HEEHRA Rebates Available for Contractors and Customers!

Contractors enrolled in TECH Clean California—and those new to the initiative—can become certified to offer single-family Home Energy Efficiency and Health Rebate (HEEHRA) rebates. This new opportunity means that both customers and contractors can access additional savings and incentives this November!

What You Need to Know

Available Rebates:
Customers can explore available rebates and incentives at switchison.org starting this November. This includes single-family heat pump HVAC incentives that can significantly reduce energy costs while promoting a healthier home environment.

Interested in Air-to-Water Heat Pumps?

In addition to HEEHRA rebates, new TECH Clean California single-family AWHP incentives will launch alongside heat pump water heater incentives. Look for more information coming soon! Projects sold after the HVAC launch can apply for AWHP incentives retroactively.

  • $10,000 incentive for combination systems providing both domestic water and space heating
  • $2,500 incentive for systems providing just space heating

To qualify, systems must meet specific requirements, including high performance ratings.

Overview of HEEHRA Rebates

To help you navigate the details of the HEEHRA rebates, here’s a chart outlining essential information:

 

Stackable Incentives:
HEEHRA rebates can be combined with other TECH Clean California, 3CE, utility, and equipment incentives. Contractors are encouraged to stack as many rebates as possible for individual customers, maximizing their savings. However, keep in mind that HEEHRA rebates cannot be combined with other federal incentives, except for tax credits.

Important Eligibility Information

Contractors with HEEHRA qualifications will help customers verify their income eligibility using our new Income Verification Portal. Notifications regarding income verification approvals or denials will be sent to both the contractor and the customer upon completion of the application.

***Please Note: HEEHRA rebates are not retroactive. Projects sold or installed prior will not qualify for these rebates.

Eligible Equipment

All single-family HVAC incentives through TECH Clean California require ENERGY STAR®-listed equipment that is either 2-stage or variable capacity. To view the full list of eligible products, visit the Switch is On’s Product Finder and filter for “Eligible for TECH Clean California.”

Budget Tracking

There are separate budgets for single-family HVAC systems, 3CE, and HEEHRA, which can fluctuate. Available funding may change over time so it’s important to check in to see what is still available. Budgets for TECH Clean California will be tracked on the Public Reporting Site. Regularly check this page to stay updated!

Testing Requirements

To offer HEEHRA rebates, contractors must complete additional pre- and post-installation testing, including:

  • Limited HVAC Assessment (Pre-installation)
  • Home Safety Testing (Pre-installation)
  • CAS Testing (Both pre- and post-installation for combustion appliances in conditioned spaces)

Demand Response Requirements

Enrollment in a demand response program is necessary for TECH Clean California and 3CE incentives but is not required for HEEHRA rebates. However, if you plan to stack HEEHRA rebates with other incentives, customers must complete demand response enrollment.

New contractors interested in joining TECH Clean California can begin the enrollment process here. Existing contractors will receive an email shortly with instructions on how to become HEEHRA-qualified.
