The City of Davis Home Energy Score Pilot Program has closed its application stage! Thank you to all who have applied! All applicants will be provided with information on next steps even if you are not chosen for one of the 50 free Home Energy Score evaluations. Residents in unincorporated Yolo County can apply to the Yolo County Home Energy Score Program here.
A voluntary statewide Home Energy Score Program is expected to launch in the first half of 2026.
If you have already applied to the Davis program you will be notified as soon as the State program is taking applicants.

The Home Energy Score pilot program has been implemented in the San Francisco Bay Area where success has led to the creation and upcoming implementation of a voluntary statewide program.
The City of Davis is partnering with Cool Davis to offer 50 households a free Home Energy Score in a pilot program ahead of a statewide Home Energy Score program that is expected to launch in 2026.
50 eligible homes in Davis will receive a free assessment and a home report with a score and action recommendations.
After applying, any households that are not selected as one of the 50 homes for the pilot program will be provided with information regarding accessing the new statewide program.

Who is eligible for a Home Energy Score?
- Homes located in the City of Davis.
- Homes up to a maximum of 3,100 square feet.
- Detached single family homes, side-by-side attached
single-family homes (i.e. townhomes) and side-by-side
duplexes are eligible for the Home Energy Score. At
this time stacked flats and multi-family properties are
not eligible during this Home Energy Score pilot
program.
What happens when you apply?
Cool Davis will notify you of receipt of your application and what to expect next!
Once approved, a Home Energy Score Assessor from Advanced Home Energy will contact you for a home walk through.
They will collect approximately 40 points of data on your home and submit your data for analysis resulting in your home report.
The data collected during the home walk-through will result in a score for your home on a scale of 1 to 10.
Then you’ll receive a home report with your score and a prioritized list of ways to make your home more efficient and more comfortable like:
- Updating a Hot Water Heater
- Improving Attic or Wall Insulation
- Repairing Ducts
- Sealing Air leakage
- Updating Central AC or Heating Equipment
Frequently asked questions
During a Home Energy Score, an assessor will collect approximately 40 points of data on your home based on the existing HVAC, water heater, windows, and insulation. For a standard sized home, the assessment takes about 1 hour. Assessors will require access to any attics, basements, or crawlspaces, as well as examine areas both inside and outside of the home. If certain spaces that contain ducts or equipment are inaccessible, the home may not be a good fit for an HES.
You will receive your home’s report via email if provided or by paper mail if one is not available. The Home Energy Score report will include:
- Your home’s score on a scale of 1 to 10 (with 5 being an average home, 1 being the least energy efficient, and 10 being the most).
- Estimates of energy consumption, energy costs, and greenhouse gas emissions.
- Your projected score, energy consumption, costs, and emissions with various improvement scenarios;
- Recommendations for your next renovation project based on your existing equipment
- QR codes to find available rebates, incentives, tax credits, and any available local programs. See sample Home Energy Score Report here.
- The Home Energy Score assessment and report is a starting point for your next home improvement by providing transparency into your home’s energy efficiency and helping you to understand where to begin with upgrades.
- The Home Energy Score is ideally performed prior to a major renovation to identify opportunities for energy improvements.
- Home Energy Score can also be useful around the buying and selling of a home so that you know what to expect in terms of utility bills and comfort in your new home.
- The Home Energy Score is done by a third party and is not trying to sell you energy efficient products

HES is a nationally recognized home energy assessment from the U.S. Department of Energy that shows how much energy your house uses compared to others. It has been tested for several years in the San Francisco Bay Area.
