Building a Connected Region: The 2025 Blueprint

In November, the Sacramento Area Council of Governments announced the approval of the 2025 Blueprint (also known as the Metropolitan Transportation Plan/Sustainable Communities Strategy), the region’s long-range transportation and land use plan. The SACOG Board of Directors voted to approve the plan which details how six counties and 22 cities representing 2.6 million residents will work together to build a connected region.

This milestone follows three years of engagement and outreach across the region, critical board decisions, and a detailed analysis to support the development of the plan.

2025 Blueprint Plan 

Beginning with local plans and incorporating the voices of communities from around the region, the 2025 Blueprint reflects our region’s values and priorities in a comprehensive approach to planning for the future, focusing on sustainability, equity, and economic opportunity. Through collaboration, community engagement, and strategic planning, our collective efforts aim to create a vibrant, inclusive, and resilient region that meets the needs of its growing population while preserving the environment for future generations. By prioritizing maintenance, investing in existing communities, and fostering diverse housing options, the Blueprint lays the groundwork for a prosperous future.

The comment period on the Draft 2025 Blueprint Plan was between June 6, 2025 – August 8, 2025. All comment letters and responses on the Draft EIR and Draft Blueprint are included in the Final EIR document for ease of reference.
